LEGISLATIVE ALERT

PULL TAB BILL HAS A CHANCE TO PASS INDIANA GENERAL ASSEMBLY

Under legislation passed by the Indiana House the last week of January, more than 7,000 bars, taverns and restaurants across the state would be allowed to offer the pull tabs and other forms of low-stakes gambling (Indianapolis Star). The bill now moves to the Senate, where it already has received support from some key lawmakers. This marks the second consecutive year that state legislators have considered proposals that would expand gambling in Indiana.

Last year, they voted to allow slot machines at the state’s two horse tracks. Some legislators argue that expansion was offset by another bill under which 16 law enforcement officers were hired to crack down on illegal electronic gambling machines commonly found in bars across the state. As a result, many of those machines, known as Cherry Masters, have been removed from Hoosier taverns. But to help appease those upset by the crackdown on Cherry Masters, lawmakers decided in 2007 that they would allow American Legions and other nonprofit organizations to offer pull tabs and other paper games.

Rep. Brian Bosma, for one, doesn’t. The Indianapolis Republican, who serves as the House minority leader, said Indiana has become too addicted to gambling and the revenue it generates. “I feel gaming in this state is the crack cocaine of public policy. We simply can’t get enough gaming,” said Bosma, who voted against HB 1153. “I’m saying, ‘No.’ I want off the cocaine. I’m done with it.” – Howey Politics Indiana

CHURCH AND SOCIETY RECOMMENDS DIVESTMENT FROM CATERPILLAR

Would divestment from companies connected to the Israeli occupation of Palestinian land help bring about change in the Middle East? Four United Methodist speakers explored that question during a Jan. 25 panel discussion on “Divestment, the Middle East and Sudan” during the Pre-General Conference News Briefing in Fort Worth, Texas. The Rev. Steve Sprecher, a director of the United Methodist Board of Church and Society, called divestment “a time-honored policy” within The United Methodist Church. Sprecher was part of the committee of the Board of Church and Society that led the social action agency to send a petition to General Conference recommending divestment from Caterpillar Inc., the heavy equipment manufacturer based in Peoria, Ill. The petition charges that the company profits from illegal Israeli occupation of Palestinian land and contributes to the occupation by supplying Israeli Defense Forces with heavy equipment. CHICAGO OPENS DOORS TO PROTECT WOMAN FROM DEPORTATION

Adalberto United Methodist Church in Chicago has opened its doors once again to a woman seeking protection from deportation to Mexico. Flor Crisóstomo, 28, says she is “picking up the torch” from Elvira Arelleno, another congregation member who lived in the church for a year before leaving last August. Arelleno was arrested and deported within days of leaving Chicago and arriving in Los Angeles, where she had planned to speak out for compassionate immigration reform. “Today we respond as a church to another request for sanctuary from one of our members,” said a statement released Jan. 28 by the church. “We respond by standing together with her as Jesus calls us to do.” Crisóstomo has three children, ages 9 to 14, and an elderly mother she supports in Mexico with her U.S. wages. She came to the United States illegally in 2000, she said, because the North American Free Trade Act had put many farmers out of work in Mexico and she could not feed her children in her hometown of Guerrero. Crisóstomo took refuge in the Chicago church on Jan. 28, her last day for leaving the United States voluntarily under an order by the U.S. Board of Immigration Appeals. – UMNS

SOUTH AFRICAN BISHOP UPSET WITH POLICE RAID ON METHODIST CHURCH

A Methodist bishop is crying foul after police staged a brutal raid on Central Methodist Mission in Johannesburg, South Africa, arresting more than a thousand refugees and damaging property. The raid, which began around 11 p.m. on Jan. 30 and lasted for nearly four hours, caused both physical and psychological trauma, according to Bishop Paul Verryn. In a Jan. 31 telephone interview from Johannesburg, Verryn told United Methodist News Service that police broke down every door in the church building during a raid that they later labeled a “routine” search for drugs, guns and illegal immigrants. Central Methodist Mission receives support from the United Methodist Committee on Relief for its Ray of Hope ministry, which provides shelter, food, clothing, child care, counseling and employment assistance to refugees. Many of the refugees are schoolteachers, accountants and other professionals fleeing economic hardship and political strife in neighboring Zimbabwe. – UMNS

UMs IN LIBERIA, NORWAY SIGN PROJECT PARTNERSHIP AGREEMENT

United Methodists in Norway and Liberia have signed a partnership agreement to develop and promote community-based projects throughout Liberia. The memorandum of understanding, signed in mid-January in Monrovia, emphasizes mutual cooperation and clarifies the authority and responsibility of the Liberia Annual Conference of The United Methodist Church and The United Methodist Church of Norway. Funding for the five-year development program, based on a document prepared and approved by both parties in March 2007, will come from the Norwegian church and its donors. The goal is to improve lives and create sustainable communities in war-torn Liberia, thereby improving the living condition for people in communities with United Methodist congregations. – UMNS
